Why EdTech Products Fail After a Successful Pilot

The pilot was a success. Teachers in the pilot classrooms used the product regularly. Students showed measurable gains. The district contact who championed your tool is excited about expanding to more schools. Everything is lined up for a larger rollout.

And then nothing happens. Or worse, the expansion happens but adoption craters. The usage numbers that looked so promising in the pilot never materialize at scale. Within a year, you are fighting for renewal on a contract that should have been a reference account.

This pattern is so common in EdTech that it has become almost expected. Brookings researchers refer to the gap between pilot success and sustainable scale as the valley of death, the phase where many promising education innovations die (Brookings, 2024). Rather than being seen as a challenge in and of itself, scaling has been treated as something that occurs spontaneously when successful interventions are identified. It does not.

The Pilot Was Not Actually Testing for Scale

Here is the uncomfortable truth about most EdTech pilots: they are designed to show that a product can work, not that it will work at scale. The conditions that make a pilot successful are often the same conditions that cannot be replicated when you move beyond it.

Pilots typically involve teachers who volunteered or were hand-selected. These educators are often early adopters who are intrinsically motivated to try new tools and make them work. They receive more attention from your customer success team than teachers in a full rollout ever will. They have direct access to product experts for troubleshooting. The pilot timeline is designed to showcase results, not to test whether the product can sustain engagement over a full school year.

Research from Brookings highlights this gap: pilots suffer from inherent biases that misrepresent how an innovation will perform at scale. Teachers who volunteer for pilots are not typical teachers, they are self-selected early adopters. And the Hawthorne effect means participants perform better simply because they know they are being observed (Brookings, 2024).

A pilot that succeeds because of exceptional support proves only that exceptional support works. It does not prove your product can scale.

The Professional Development Problem

Professional development is where the pilot-to-scale gap becomes most visible. In a pilot, you can often provide intensive, high-touch training. Someone from your team might even be on-site. Teachers get immediate answers to their questions. The learning curve feels manageable because there is always support available.

At scale, this falls apart. According to the EdWeek Research Center, nearly half of educators, 48%, say the training they receive on educational technology tools is mediocre or poor (EdWeek, 2022). More than half report that their EdTech professional development experiences are mostly one-time events with little or no follow-up coaching or training.

The consequences are predictable: six in ten teachers feel inadequately prepared to use technology in classrooms, with those over 43 expressing even less confidence in their ability to harness technology effectively (Frontiers in Education, 2025). When teachers feel unprepared, they default to what they already know. Your product becomes something they technically have access to but never integrate into their actual practice.

The teachers who thrived in your pilot likely received training that your scale model cannot replicate. Unless you solve for this gap explicitly, the pilot results will not transfer.

The Champion Problem

Most successful pilots have a champion: the curriculum coordinator who believed in your product, the tech-forward principal who made time in the schedule, the district administrator who removed obstacles. This person's enthusiasm and advocacy created the conditions for pilot success.

At scale, you cannot rely on a single champion. The teachers in the new schools have not been personally recruited by someone who believes in your product. Their principals may not know why this particular tool was chosen. The curriculum coordinator who championed the pilot might not have relationships with the teachers in the expansion schools.

This is a well-documented pattern in education reform: pilot experiments that promote new practices tend to be tolerated during the pilot phase because participation is voluntary and contained. It is only in the scaling phase that real resistance appears, when the innovation is no longer optional and enthusiasts are no longer the only ones using it.

The Workflow Integration Gap

In a pilot, teachers have often agreed to carve out specific time for your product. They might adjust their schedules, rearrange their lesson plans, or make accommodations because they know they are part of something being evaluated. This creates an artificial workflow that does not represent how your product will need to fit into real classroom practice at scale.

At scale, your product has to compete for attention against every other demand on teacher time. According to SETDA's State of EdTech report, 57% of educators report having many EdTech programs and products that are not always used effectively. Teachers are not ignoring these tools because they do not work. They are ignoring them because there are too many tools and not enough time, and no clear path to integration.

If your product requires teachers to change their workflow significantly, pilot success tells you very little about scale potential. The pilot teachers chose to make that change. The scale teachers did not.

What Scaling Successfully Actually Requires

The EdTech companies that successfully move from pilot to scale share some common approaches.

First, they design pilots to test scalability, not just effectiveness. This means deliberately reducing the level of support during the pilot to see if adoption holds. It means including teachers who were assigned to the pilot rather than just volunteers. It means tracking what happens after the initial training enthusiasm fades.

Second, they build professional development that scales. Research consistently shows that programs emphasizing continuous skill development and iterative feedback are more successful in ensuring long-term adoption of digital instructional practices (Frontiers in Education, 2025). This means asynchronous training options, tiered learning paths for different experience levels, and regular reinforcement through follow-up sessions. The professional development that works at scale looks fundamentally different from what works in a pilot.

Third, they create systems for champion development, not just champion reliance. Instead of depending on one advocate, they identify and cultivate teacher leaders in each building who can provide peer support and model successful implementation. When curriculum and technology leaders work together, teachers learn how to integrate tools into their lessons in ways that actually stick (EdTech Magazine, 2024).

Fourth, they obsess over workflow fit. Products that succeed at scale are products that fit into how teachers already work, not products that require teachers to fundamentally reorganize their practice. This often means simplifying what worked in the pilot, not adding features.

The question is not whether your product worked in the pilot. The question is whether you have built the infrastructure to make it work when you cannot be in the room.

The Path Forward

If your product has had pilot success but struggled to scale, the answer is probably not to run more pilots. It is to examine what about your pilot success was dependent on conditions you cannot replicate, and then systematically address those gaps.

This might mean redesigning your onboarding to assume less support. It might mean building a train-the-trainer model that creates local champions. It might mean simplifying your product to reduce the workflow integration burden. It almost certainly means measuring different things: not just whether teachers in ideal conditions can succeed with your product, but whether teachers in typical conditions, with typical support, and typical competing demands, will actually use it.
